I am new to this TurboGrafx stuff, so i went with my gut and decided to make this purchase. Description says it has occasional issues with reading CD's. What do you guys think? I don't mind the cosmetic issues, as long as i can play my games.

Honestly not bad. The fact that it still has the hucard door present goes a long ways. I'd start with having a full recap done and then assess the laser afterwards. Also, if you're running CDRs you will likely have more issues as these old systems don't read CDRs very well.

Gonna need a recap and maybe just a laser cleaning/adjustment. The seller isn't listing any games, so I would take from that that he was either playing CDr's (which might explain the sketchy functionality) OR he has another fully working system and plans to keep his games. If it is the second option, then this one might need some repair work...
Either way, at the very least get it recapped...

Not bad even if you have the recap done by someone and can't do it yourself, you should still have a decent deal on your hands. They/you can also look at the laser at the same time.
What games are you planning on playing? (the little kid in me still gets excited at people talking about playing games)

Sidearms is good. I think it's underrated quite a bit, I just wish I could clear it. so close yet so far. Bonk was always the man I turned to when I needed a turbochip.

CD games are a bit tricky. As you aren't region locked, so you have a ton of CD games to play. If your sticking to just US releases here a few I really enjoy:
the Valis games
BUster Bros.
Riot Zone
Splash Lake
the legend of heroes
Lord of thunder
Gates of Thunder - has bonky on it too.
MOnster Lair

Definitely a good price. My best deal was a Duo-R with no cable and accessories for $150 plus $30 shipping from Japan. Has the original card slot cover in, seller reported video issue but I am not seeing any video problem and caps are fine atm. Played everything I tried so far including CD-R of Space Fantasy Zone (Space Harrier and Fantasy Zone crossover that was never released)
I just need a nice looking white Duo-R controller to match the system.

Polygon: you should probably spend your money on something new and fresh (for you), but at some point, if you end up being a SideArms fan, grab the SideArms CD!
It is a lot of fun, featuring regular game plus a new "BC" mode.
It is only worth it if you are a fan of the game, otherwise, the Red Book alone (nothing exceptional—I dig it, but it won't amaze the average person) won't be enough to make it worthwhile.

Maybe grab an everdrive to save coin on hucards that can then be spent on CD games.

Since the repair techniques for these systems are so well documented and widely available, you got a great deal. Give yourself a pat on the back and enjoy some Super CD games.
