GAMES EXPRESS CD Card?

Could someone please clarify what gameexpress games are?

They're games made by.... wait for it.... Games Express.  They and Hacker International (one was the publisher and the other the distributor) made and sold unlicensed games - seeing as they were unlicensed and couldn't use the original system cards, they made their own system cards and packaged one with each disc title sold.

Also, is there a complete list of their games anywhere?

Maybe if you're really into mahjong or pachinko games, as the 'real' games (Lady Sword, Strip Fighter II, Hi Leg Fantasy, and Body Conquest II) don't have much going for 'em.
