SFII' is dirt cheap complete. Just buy one and then sell/trade/raffle your loose copy.

Because a third copy is the cheapest way to get the case, which also has two inserts, a manual and possibly a special sleeve? I don't remember if SFII' comes with the hook-in sleeve.

And don't forget that it comes with TWO huey trays, so you can swap one out with a regular cd tray and make a cozy new huey nest for one homeless game without forcing another huey out into the cold.

My SFII' came in a single CD jewel case.  I didn't realize that SFII' actually came in a double case until recently.  Not sure why someone changed mine.  The manual fits and the case closes fine.

Probably the same reason I did.  I used the second tray for another card, and used the double case for a CD game, plus the english translation of it burned to disc.
