It is to me - probably because it's one of the few Turbob puzzlers that don't require much strategy in setting up combos, so you can just zone out (like in Tetris).

I've always found it to be a lame Tetris clone.

What distinguishes the game from other puzzle games?

Umm... it has hats?  :mrgreen:

It's really not all that great of a puzzler and definitely shouldn't be picked up until you've acquired the good ones, but it's still fun.  For any falling brick game fans, it's certainly worth the meager entry fee.

I've always been a big fan of Panic Bomber.  How many other Dr. Mario/Tetris falling block games allows for 5 player party mode?  ;)

I haven't spent more than a few minutes with it a decade ago. I am easily amused so I mock it without giving it another chance.
