Did confirm the card was bad the legs on one of the chips had separte from the card on all the other chips including one side of this chip the legs are sealed in a hard black substance I figure to prevent damage, I'm guessing they missed one side.

That's a "glop top." A cheaper kind of "chip." There's nothing you can do with it. If you manage to remove the black epoxy, the chip is dead. Dead I tell you!
