I had just bought a pc engine converter to play the arcade card to play supper cd games on the turbo grafx cd. I had read somewhere that the converter will allow me to play super CDs on the tgcd. Am I wrong because it will not work

Are you using it with the Arcade Card Duo or the Arcade Card Pro? For the TG16/TGCD setup you will need to use the Pro version, as the Duo version does not include the BIOS and extra 1,5 Mb of RAM(which were built in to the Duo systems/Super CD-Rom2 attachment)

Like Ray said, you need le Pro. If that's what you got but it's not working, maybe it (or the converter) needs cleaning; mine always need their contacts polished up a bit before use, even though other games seem to work fine.

My Arcade Card Pro occasionally went a bit wonky on me when I used a converter with my TG/CD setup. I have one of those green diving board converters. Once I had the system region modded, all wonkiness went away.
Definitely follow Necro's advice if you haven't yet, though. It could just be dirty contacts. Unless you're trying to use an Arcade card Duo. Those only work in Duos.

My Kisado Converter actually has issues with the large ram HuCards. The way the pins are on the ACD Duo get ruined over time. If you're a dip shit like me and leave the HuCard always in the converter that's probably one reason I have issues with mine. I put a piece of paper under the card when I insert the ACD Duo into the converter. That way the pins make contact. Just something to consider when you get an ACD Pro and you still might have issues.

My original kisado also had problems, and that was new out the box.. a second convertor worked fine, you might just have to learn the right wiggle to get it all working.. bits of paper here, a thin credit card there

Yes, the PC Engine Super CD 3.0 system card will work with the Turbografx CD with a converter.
