Hey OC

Welcome. Instead of worrying so much about all the mods, etc. Grab a 12-14 late model CRT at Goodwill or thrift store. I scooped one last year, and it was a whopping $4. It's a flat tub Toshiba, and it's possibly, the best picture quality I've ever seen. I've not ever seen a pvm in person, so go figure. My main Retro monitor is a Sony Trinitron 27 inch BC I like the bigger screen, but the little Toshiba blows it out of the water. You can get a Duo and a little CRT for less than $300. Good luck.

I'm curious, what model is the Toshiba?

Also, if you are trying to go the emulation route, get a Wii from GameStop for 29.99 and put Mednafen on it. The machine outputs in 240P component and supports cd games (via iso).

Yes. Definitely just get a Wii. It also get one the awesome Cube and Wii game libraries.  :)

The 14" model is the 14AF43, there's also the 20AF43 and the 24AF43 (aka the "Gamesack TV", I think). Great component 480i, and it even has a composite output.
Gaming since 1985

I'm using a 36" JVC crt that I grabbed on craigslist.  Bigger than anything I had in my youth.  Best part, no messing with latency issues, conversion problems, etc.  I retain the transparancy effects and beautiful scanlines!  I've done the emulation route, and the retron with HDMI is nice for the quick easy hookup, there is a difference playing a game emulated.  You may not notice right away, but play a game like Galaga emulated and then on original hardware.  You will notice.  I do a lot of restoration in the arcad scene, and emulation boards are all the rage right now.  they are perfectly find for most people, but I have played original boards far too long that I can tell that the play is just off a bit in emulated ones.
