Symptoms of the lens moving but the disc not starting to spin can typically be caused by 3 different things. Bad lens, lens adjustment needed, and possible bad connection in one of the lens wires. usually the farthest to the right red wire if one of them goes bad since it gets stressed the most.
Anyways, 1st thing to try when the lens will move but the disc will not spin up is to try and adjust one of the lens potentiometers. Try turning the V102 potentiometer counter clockwise slightly. I've had this resolve the problem in 50% of the DUOs that I've worked on with this issue. Also, make sure your lens is clean. A q-tip and a little rubbing alcohol will do the trick.
