Yes Chip Chap Kick and Zeroigar are very playable without any knowledge of Japanese. Normally all the games which are good and playable without any knowledge of Japanese, are more expensive than the others.
Other games which are also easily playable without Japanese are:
Zenki FX (very expensive), Tokimeki Card Paradise (very expensive), Farland Story FX (affordable), Dragon Knight 4 (affordable) and Rururi Ra Rura (expensive).
Zenki FX is a Jump'n Run which merely consists of boss battles but features stunning graphics as well as sounds.
Tokimeki Card Paradise is a strip-card game.
Farland Story FX is a hexbased strategy game. Most of the time very easy but fun.
Dragon Knight 4 is a mixture of a simple RPG and a dating sim with a more or more simple hexbased strategy game. When you ignore the tons of japanese text (there's a fast skip button), you can probably enjoy the strategy part as I do right now.
Rururi Ra Rura is a mixture of a Jump'n Run with a portion of strategy. The graphics are cheesy and sound is only average. But I liked the game very much. I've play it till the end and enjoyed it.
