The PCFXGA SDK is interesting but, AFAIK, it only works on PC98 computers which were not released outside of Japan.
There is a PC98 version as well as a DOS-V version. The DOS-V version requires at least a 33mhz 486, a Japanese version of Windows 95, and the real kicker - a full length EISA slot.
