Different boards for different topics

There have a been a lot of misplaced posts lately.  [-X
The Dou-RX, PC Genjin, and Arcade Card threads should all be in the PCE board.
The PSP Sapphire discussion should be in the Console/Mobile area. 

I'm not a big fan of separate Turbo and PCE boards but if we have them we might as well use 'em.
