if the PCE would have been released in Heaven and Hell, but only predestined games would have made it for each region, which ones would be heaven and which hell games? and why?

PCE Shmups countdown: 111/111 (all clear!!)
Sega does what Nintendon't, but only NEC does better than both together!^^

All of the very best games would have been released in Hell, but the controller would have a short somewhere in it.  And as scientific research has shown us, there are no screwdrivers and solder in Hell so they can't be fixed.
