Wonderboy 3: Monster Lair is a great non-3.0 CD game.

As are L-Dis, Cosmic Fantasy 2, Last Alert, Exile, Buster Bros., J.B. Harold Murder Club, Rainbow Islands, Vasteel, Splash Lake, Ys III, and the Valis series.  There's also Terraforming and Macross 2036 which are labeled as Super CDs but also work as a regular CD.
