What should I buy, I can only buy one.  Pros and Cons on each?

Thanks!

Spriggan is a pretty tight overhead shooter with great graphics, it always reminded me of the Aleste series a little (the power up system is different though).

Mad Stalker is weak, the graphics are great but it gets boring REALLY fast.  Its basically like a slightly better version of that shit Genocide game.  And the cinemas are f*cking retarded, they're all full screen and nicely animated, but they waste them on stupid shots of people talking and shit like that instead of anything exciting.  The intro cinema is probably the most boring cinema of all f*cking time, it was terrible.

well, i've never played Spriggan, but i just purchased Mad Stalker and i'd say i'm a definite fan.
It is true however, the cinemas ain't worth a wooden nickel and 2 squirts of piss.
the load times are also very long.
otherwise i love this game.  the graphics are great, the characters are large and move without flicker or slowdown.
the sound is average.
I think the game play is the strong point of Mad Stalker.
it plays like a very responsive, vs. fighting game except it's a side scrolling beat 'em up.
You can select one of 3 different mechs, each with it's own special moves.
you can also select the difficulty level and it's is fairly challenging on normal.
there is also a VS mode for 1 or 2 players where you can choose from 6 different mechs.
my only gripe is that the special moves are too easy to execute and they make it so you don't need to rely your normal punches and kicks as much as i think you should.
like i said, i haven't played Spriggan, but there are tons of shooters on the PCE and if you already have a bunch, i'd recommend MS.

Go for Spriggan.  Mad Stalker is better than Veigues, Browning, and Genocide, but those games all basically suck.  Spriggan is better than Blazing Lazers, Nexzr, and Super Raiden... and those games all basically rule.

Spriggan better than Blazing Lazers? DEBATABLE :D ! Anyways I have never played Metal Stoker (though it's interesting me) but Spriggan is a pretty cool game.

Adding PCE console specific layer on top of that, makes for an interesting challenge (no, not a reference to Ys II).

Whoops! I thought I mispelt it and I'm surprised I didn't catch that one myself! I own Metal Stoker and it's a pretty cool game also!
