i may sound naive, but cant they monitor, dig up, or say what they want any way without a bill or law? this is the federal govt.
I want to be more like 337.

The Wolf: If I'm curt with you it's because time is a factor. I think fast, I talk fast and I need you guys to act fast if you wanna get out of this. So, pretty please... with sugar on top. Clean the f*cking car.

Without a distinct legal basis, however, if such actions are uncovered, the government can be taken to court, and the Supremes could nix their activities. Could also result in folks being booted from office. If they have a law saying they can do it, they don't have to hide it and can more easily compel cooperation from 3rd parties.
