You're going to want to use vinyl dye. It goes a few millimetres into the plastic, doesn't just simply cover it up like paint, so it won't chip.

I've seen someone use it on a yellowed Famicom, with outstanding results:

that vinyl dye on the famicom looks amazing!  i'll definitely be doing this to mine.

the only reason I wouldn't do this to PCE is to preserve the logos, it just wouldn't be the same without them.

masking is possible, but I feel that it would be so easy (for me) to screw that up.

I hear ya, I'd have to set up a few "tests" before hand. Had the potential to look all sorts of wicked.
