Just have a quick look at
PC-Engine Complete Catalog Project Homepage and choose as platform PC-FX. This gives you a list of all games ever released for the FX. There are about 64 released (or 65). Go through them, one by one and you will discover some games which doesn't require Japanese. But there are just a few.
There's only ONE shooter: Zeroigar (vertical)
There are only SOME jump'n runs: Chip Chap Kick, Zenki FX ...
ONE puzzle jump'n run: Rururi Ra Rula
...Several Mahjongg and one Shanghai game...
Some very cool strategy games like Farland Story FX or Langrisser FX.
Just check them out. But the choice is very limited for some genres.
A good price tag for the PC-FX itself I think would be something from $99-$150 in good/new shape with box. The games go for around $20-$200, but most for around $40.
I own a FX with many games and I like this machine. Its shape is so cool, and I've to admit that I like systems which aren't very popular.
