Yeah, the US turbo maneuvers were pretty frigging stupid overall.  Alot of corny messes.

Meanwhile, Japan got all the Cosmic Fantasy games.  ffs.

And it probably didn't make much sense economically, either.

The way they did things obviously didn't make sense economically if they went bankrupt. Maybe making complete games instead of incomplete ones like this and so many others the system could have caught on? Night Creatures looks cool but as a kid if any of my buds played it sure didn't convince them a Turbo was the system to get. There were tons of games like that.

While I see your point, it doesn't apply to this game. As I said before, Godzilla was, like Dynastic Hero, Bonk 3, and a few other games, pretty much a mail order release since only indy stores were carrying anything TG-16 related by this point. It was a bizarre fluke that Godzilla came out at all, and people who for some reason only collect US releases should be grateful that it did, in any form.
