I agree that most MD shooters are average or less quality.  Hell, most MD games are average or less quality.  But that can be said for EVERY system ever, including the PCE.  Most PCE shooters are average or less quality as well.  And by "average" I mean "nothing special".

it was a sleeper game, went under the radar its like a mix of Inspector Gadget themed game similar to Alient Soldier. Good for a play or two.

I choose 5 games from the long list of SG shooters. So yeah Raiden is still better than most.
