I only know about that guy because he had a small role in The Young Ones...and a few episodes of some other show aired, like ONCE over here. I don't think anyone (in the States) knew him outside of the the Young Ones, so I kept wondering, "How did this guy get his own show?"
This would be late 80's-early 90's... He would walk on the sidewalk, talking to the camera (monologue).
"Alexei Sayle's Stuff" would be the show that you remember. I lasted 3 seasons, but I don't have fond memories of it.
It ended the year before "The Young Ones".
