This isn't really a fully formed idea, but would it be possible to create a kind of adapter that would connect to the back of the TG16, take a USB key or SDCard and simulate a CD-Rom drive? And use the Turbo Everdrive for your CD system card?

And probably krikzz is the only person capable of knowing how to program the OS for how it's used. And yes I'm sure you could build something that plugs into the back and uses fpga to simulate the cd drive, but nobody has bothered yet and it takes a good amount of skill to build something like that.
