There is no need to introduce SCART into this equation. What's actually on a SCART cable is convenient, but the connector itself is a POS.
Also, while a good amp is nice, it isn't strictly needed. Same goes for the sync stripper, etc. Fully analog SD monitors have a much easier time syncing to a PCE than do upscalers, HDTVs, etc.
You might have to jack the gain up so much on an unamplified signal that it washes out the image, or it might be fine. Hard to say. Obviously if you are sending it out have the guy do the amp. If you are doing it yourself you might want to try it both ways.
