q900 and q901 run the backlight transformer  the transistors seem ok as they can maintain the lamp.  CCFL lamps require much higher start voltage then run voltage  any arcing or contamination will prevent lamp start

Thanks TheSteve. Still a mystery at this point. I've replaced the transformer with a known good one. The transformer and the board have been cleaned. Its important to note .. people have said there was "goo" around the pins of the transformer. I found this to be WAX which was clean and clearly intentional by NEC.  Console runs fine aside from backlight. I even installed a prototype led backlight and it the game was easy to see running.

I just repaired a unit where the high voltage pin was arcing through the board
Had to remove the transformer and drill out the hole
Then connect the capacitor to the transformer directly
