Welcome on planet obey.
As most already suggested, get a real duo and eventually an rgb or svid mod.
So much greater obey experience you will have :)

There are games still beyond your imagination just waiting to be explored by you.

Have fun because pce always delights and never disappoints :D
I hook my mega drive up with an rgb scart and it makes a world of difference but the composite on the turbografx isn't that bad i think. plus i'm not too good at soldering

Why did NEC not make the PAL system work correctly with the CD attachment?

The Turbo Grafx unit would have been modified to run at 50Hz rather than 60Hz, meaning the games run slower.  Same deal with the Megadrive and SNES over here.  The only reason this should really matter is when you're expecting sound to sync from the CD as far as I can see.

People flipping love Duos on here, but I don't own many CD games, I'm mostly about Hu Cards.  There are some great CD games, but you can be content with what you have for years before upgrading.

It does work perfectly, there just isn't any PAL software, on CD or HuCard. NTSC CD games are timed around NTSC hardware.
