I like how After Burner III on the Sega CD even adds in a "Whoo!" whenever a missile just barely misses you.

Not sure if it's been mentioned yet, but Power Tennis. It's a later game for the PCE and it has remarkably clear voice samples as a result.

Fighting Street is one of the Turboest games and it features infamous voice samples.

As EGM's review put it in 1990: "...and last, but certainly the least, we come to the rotting rat carcass of voice samples employed in this game...the stench is so bad that it will induce immediate vomiting, even if you live in New Jersey or Ohio (and, therefore, have a stomach for far worse). "

BT: Look at how the fake SFII' carts instantly sold out and were immediately listed on eBay before the flippers even took possession. Look at Nintendo's overpriced bricks. Look at the typical forum discussions elsewhere.

This is closer to what I hear if I listen closely.  I saw a reviewer on you tube suggest it was HI YO CAMI.  I thought is was hillarious.  the video has since been taking down, man I wish I had saved it.

It's not nearly as bad as that that "break the pass" voice sample (or whatever the hell the guy's saying, that's up for debate)  in Blades of Steel on the NES.

But going back to Power Tennis, it truly is some of the clearest on the console in stark contrast to Vigilante, almost to the point where it's kinda creepy... "LOVE-15! DEUCE! LET!" :P

TRUTH: Davis Cup Tennis has super-clear voice samples and SFX.

I compared SF2' on PCE to Genesis recently.  I was trying to explain to a friend how bad the Genesis sound chip was, that comparison pretty much got my point across.
