you have a different issue
try unplugging the laser

I unplugged the 2 plugs to the laser and left the black plug only. It still spins.

The problem seems to be coming from the controller port. With a hucard I moved the port and the game turned off and would not turn back on. I had a black screen and the spindle would do little spins and the laser would move at the same pulse speed. I turned it off and put in a disc and started it up. Same thing as before. No response. I moved the port and pressed run. The access light came on and it told me to close the lid. After closing the lid it told me to set disc. The spindle is still spinning all the time. But I can short the console just by moving the port around.

Get some good solid pictures of that part of the PCB.  It could be flexing a different part of the board.

(I only know electronics in general, as an amateur, and NOT Duo repair specifically, nor am I an EE - ignore all of my advice if another user contradicts it!)

id look closely at your controller, it could have a bent pin

Thank you everyone for your help... With the help of thesteve, I ended up changing the CXA1082BQ chip, which solved the spindle problem. With a few pot adjustments i can now play an audio cd, but it skips and goes nuts at times lol. so i will have to play with the pots a bit more. This site is just amazing! this was my first time changing an IC and i can't believe i actually pulled it off lmao!

Seems to be working great now. I'm playing a full audio CD with no skipping.

Thesteve helped me out with this once. Found a bad via right by the two 47uf caps that are by the controller port. I bridged a large wire through it and fixed the problem.

Thanks for documenting this!  I just had the same problem with the spindle.  Still not reading discs, but hopefully it will work after I recap the system.

finished up recaping the system and its working 100% now!
