Picked up a TurboGraphx 16 controller for cheap, so now i'm looking for a converter cable that would let me connect it to my PC Engine Duo.

Cheapest option would be to solder in your own minidin cable or just buy one of these. http://gamedoctorhk.com/index.php?main_page=product_info&cPath=72_21_123&products_id=1971

Open up your TG16 controller and see if it has the same type of white connector. IF it does then it's just plug and play for the new cable. Otherwise if you have an older style Tg16 controller with the bulkier (off white) connector it will not just plug and play.

Yes, should just plug and play with that cable. Cheaper than buying a converter.
