He was young in Street Fighter. In the Zero games you see his hair darkening and he looks more mature. In SFII he is even older looking and his hair has darkened further. They actually addressed this with the Alpha/Zero series.

Ken is the one who bleaches/dyes his hair, which is obvious by his thick black eyebrows.

I probably played SFZ2 on Saturn more than any of the others,  I didn't notice the transition happening.  I'll have to check that out.  Besides, doesn't hair usually get lighter as time marches on?  Seems like it was definitely dyed red and washed out later to reveal black hair.

Many redheads turn brown or browner as they grow up.

Most blonde hair turns radically darker. I have lots of both in my family. I'm one of the rare exceptions where my blonde hair didn't get darker or  turn light brown.

Look at the coverart of Zero 2 to see a good transitional piece of artwork. Even within the Zero series Ryu's hair starts out very red and ends up brown.
