The Duo pack in is probably my favorite pack in of all time.  If you don't think at least one of those games is top shelf entertainment then you need to find a new hobby.

Second most would be Super Mario All Stars + Super Mario World with Snes late in its life.

Sega would do reimbursement coupons for the Saturn later in life, but I have a feeling the logistics of doing a blanket voucher for a physical game and the possibilities of fraud probably deterred them a lot as well.
