I have a PC Engine Duo I am trying to find someone who Repairs Caps and does Region Mods?

Well, you are mostly paying for the time to recap the console. Depending on the caps used they can be fairly inexpensive. But the process is just a little tedious. It takes some time to go through and decap the board, then clean the entire thing in a washer or with rubbing alcohol and q-tips then put all the new caps on. It gets even more expensive if using ceramic caps.

Imo $75 for a full recap is fairly cheap as well on these systems as anyone that fixes them needs to go through and fix any other issues caused by the caps. Bad/broken traces, destroyed op-amps, possible bad 7805's etc.

A standard recap may not fix most boards because of issues caused by the old leaky caps.
This is just my 2c as most boards I have recapped I had to do other stuff to them to figure out where the bad traces were etc.

But, imo, anyone mentioned in this thread is very capable of repairing the systems. I am a bit less known for doing it but I do offer the service on my site.

MNKyDeth, I agree with you. My repair guy mentioned that my Duo was in rather bad shape in some places, even when it wasn't obviously visible before the recap. I can imagine that such a work is a really time consuming process,  and I'm happy to pay people good money if I know they do a good job.
It's miles better than finding a cheap repair offer and get a unreliable or even more broken piece of hardware in return.

yeah, anything in between 65 to $80 range is definitely a fair price to recap duos. Even though I've done quite a number of these, depending on the amount of damage done by the old caps, it can easily turn into a two and a half to three hour job. Especially with all the testing done afterwards to make sure that there still are not any bad traces anywhere and to test that the CD lens is functioning correctly.

Duo's are the trickiest of the bunch and can be a pain setting up.

As Keith Courage pointed out it takes hours to get these running correctly.
