I could be wrong on this, BUT I believe Japanese RF will work on US tvs but you need to tune it to like channel 99 or 100, something like that.

Could be a bad gear on the CDROM, easy enough fix.

Also if you take apart the PCE, don't throw away the metal grounding plate

Yeah... I've heard that it won't give an image if I do... I'm going to rgb mod the ifu...
