Then it's your CD unit.  Time for a re-cap and maybe a new laser.

I second this.  Love his program.  Let's donate to his PayPal.

Ick.

Correct me if I'm wrong on this, but from an electronics standpoint if any of the caps were blown wouldn't there be other more severe symptoms? Failure to power on, problems reading audio CDs, so on and so on?

Further troubleshooting -

On the advice of one of my buddies, I slid the laser head assembly back to the edge of it's track, and powered on the unit to verify that it resets the laser to the center. It does, and now it's loading burnt games - BUT - load times are incredibly long, and it hangs (that is to say I give up waiting after 5-10 minutes) after a few of the intro cut scenes in the couple of games i've burnt for testing.

Anyone seem these symptoms before?

some of these systems are not that great at reading burnt CDs. It could be that your CD drive is functioning completely fine but that it's having issues because you are not using any real discs. Also, the type of media you use with a burnt discs can have a very large effect on if it's going to work well or not. try to stay away from cheaper media such as verbatim or Memorex. some drives will work better with Sony, TDK, or taiyo yuden brand CDs.

Now I've got turbo rip working again I don't mind  ripping one of my games for you and burning it to a 650 mb Taiyo Yuden disk just to see if you fair better before shelling out on CD-Rs. I bulk bought some incase they disappear from sale & ive had good success with them in PCE & PS1
