It's from Sapphire.  It's telling you that you need the Arcade Card to play the game.

I can't believe that you haven't heard of this holy grail yet.  This game doesn't involve anything really devious, but it does have some cute chicks for pilots.  It's not the best shooter on the PC Engine, but it's pretty decent and entertaining.  It has a good looking mix of pre-rendered 3d and hand drawn enemies and fantastic looking backgrounds.  Unfortunately, the action is short and not terribly difficult for experienced shmup fans.  It's harder if the difficulty is cranked to the highest setting and no continues are used, or if you somewhat suck at shooters (like me).  This is a high priced game, so you might want to look for one of the boot leg versions - search the forum for threads on identifying originals from boot legs.  Feel free to Google this game for multiple online reviews and pics.

Great shooter from hudson.

Still i'll just say it's "overated" and realy isn't worth what a legit copy go's for wich is about, $400.00+ from the last time i checked.

If i were you i'd go by what Nercomancer suggest.

Cheapest way to play it is find a boot of it or get burn of it.

I know i don't regret having a boot of it saved me money and,it looks great with the rest of my pce collection.
