If my guess is correct, the woman is Pia Zadora (the Pia for Neutopia).   Although, I thought Pia Zadora had black hair?

Yes, it is Neutopia.  And yes, it is Pia Zadora.  I was going off of a black and white picture of her so I have no clue what her "real" hair color is.  But it didn't seem dark.
