That's the Japanese version, which is common. And in Japanese.

There's even a cheaper one available right now with a BIN of $49.99:

And even that is not a great deal. You could do much, much better.

Sellers will do that sometimes with titles that are rare as US releases even though they are selling the JP version. They do it to potentially drive up the bidding. And it works, more often than not. I see it all the time with Dynastic Hero and Super Air Zonk. Just another reason to stay away from eBay.

I got the US version off eBay in pristine condition a few years ago for $100. That wasn't a great deal by any stretch of the word, but it is probably about average. It was one of the initial pressings, too, with the color manual.

Yes. The game was originally released in '93.

They did a second run in '94 or '95 with a B/W manual.

You need to pay closer attention then, as it shows up often enough.  Here's a recent one that ended early at $52.05, and here's another one that sold for a more typical price.  Stay patient and you'll get one eventually (I got mine three months ago for about $70 shipped).

I've yet to see one for sale, so I don't really know, but I'd guess that they'd be worth a bit less.
