I'm gonna go out on a limb and say that Image Fight is the best game available under 20 bucks.

Here's my list of Japan only HuCards:
1) Image Fight
2) Street Fighter II'
3) War of the Dead
4) Detana!! Twinbee
5) Salamander
6) Doraemon Daisakusen
