does anyone know if the multimods website is still active, I sent the guy a email about 3 - 4 weeks ago about buying a system from him and have not heard back yet

He burned a bunch of people on deals and ran off from here and every other forum. Its best to go elsewhere if you value your stuff.

Fellow member turbokon performs region mods, but I doubt that he has any pre-modded consoles available for sale. It can't hurt to ask, but you'll probably have to buy a console first, then send it out for modding.

You will have to buy your system first. I recently bought an RGB-modded Duo-R and sent it to turbokon to do the region mod. I had previously sent my S-Video Duo(now sold to another member) with audio problems, and he fixed that very quickly and reliably. I have had good experiences with him so far!
