1. 220V is the inputvoltage which just depends on where you live if you can use it or not. so does your place you're living use 110V or 220V? any way, if you use it with 110V, there will nothing bad happen, but refuse to work.
2. the 9.5V are just fine. the 7805 is a very robust voltage regulator, which will eat the add. 0.5V with ease.
3. the PSU could deliver hundred thousands of amperes and the cd-rom would just take the current it needs from it, as long the voltage is not too much over rate (I=U/R). and by the way, the cd-rom IFU30 needs bit more amps than the DUO, therefore the original PSU is also rated with 9V/1450mA.
