Game title for unknown Pack-In Video PCE game

I did a review of this game last night but before I upload it I thought it might be a good idea to know the name of it!
I'm sure someone will know this even without a picture...!  Japanese and/or English title would be great!

It's a platformer, quite decent, produced by Pack-In Video and published by Namco, you play a guy with big eyebrows who can turn into dog / old man / bat wandering around doing karaoke on turtles' backs to power up, first level is suburban, second is under the sea.
The eyerbrows would probably ring a bell for someone.???
Any info on the game would be cool!! Like does anyone know how many stages per level and how many levels?
I would obviously consult the Bible but if you don't know the name....you're stuffed!

Well this is quite funny, I had called the game 'Ivy League Chard' for the purpose of the review, and made several impressions of a slightly unpleasant rich kid..

Well it looks like the manga was turned into an anime, and a very funny one at that. Despite my lack of Japanese, I managed quite a few LOLs on watching an episode on YT (I faved it). It has an extremely taut satirical take on a spoilt rich kid, whose dad appears to be some kind of General, and kind of opened my eyes to the very unique Japanese way of doing satire, through surreal, cute, and OTT animation. Excellent!!!
For instance, this awful character appears to be 'chauffered' around upon a pack of turtles, and in the one episode I watched, gets diarhorrea in class, but rather than shit himself...a load of gold and diamonds come out of his arse!!! There's a lot of fun poking and even though I couldn't understand a word, the animation was dead cool and the scenes really were pretty funny!
A real find overall!

Man, after reading that, I checked out an episode on Youtube, and that thing has more crude toilet humor than crayon shin-chan.  It's pretty damn funny.
