I offered him a fair price for it too ($30) and told him I could have gotten it at the retro gaming convention for $35 and he told me this:
"    Cool, go buy it from the retro gaming convention. Sorry."

I've actually got a Neutopia manual I've been trying to find a card for, for several years.  I'd be interested too, but a raffle sounds like the fairest thing if someone is going to give it a way
