I'm not sure I understand the question, but I doubt the price for Magical Chase will ever come down. While not exactly the same, its easy to forget that there are people in this world who will pay over $2,000,000 for a single comic book. All of the sudden, someone spending $5,000 on a single game sounds like pocket change, in comparison.

No. Many games are still below their original retail cost, but used prices just keep rising. The exception are a few PCE games that were expensive in the Nineties and early 00's that came down as ebay stabilized supply in the U.S.

Well it kind of depends, on super rares for a system they just tend to go up.  Occasionally a digital re-release will impact price, but you can see it's not always the case since Dynastic Hero is on the Wii VC but still commands major bucks.
