That's a scam that eBay signed onto. Much like the fake recycling fees collected on various containers where I live, the "Global Postal Service" or whatever is just a company that formed to steal money from online purchases. They might pickup packages from sellers or something, but the real scam is that they collect fake duty charges that they calculate on their own, under the premise of paying them to receiver's government in advance. But the charges are inaccurate and more than 95% of the international packages I receive don't get snagged for "customs" fees and even in the rare case they do, it's usually <5% of what the GPS charges every single time. The worst part of all is thatvit really is a 100% scam as they don't even send the receiver's government anything. So after paying $12 shipping + $45 "import fees" on an $80 game, you can still get stuck with the actual duty/customs charges. It's a terribke choice by too nany sellers to use this service because even if it were legit, it still makes your items 50% more expensive than competitors who just use USPS.
My guess is that eBay let them in because they get kickbacks or are the owner of the "service".
