Maybe it's just the terrible quality of the photos, but that really looks like a poor shrinkwrap job and not factory celophane on that game which is not Neutopia II.

So anything could be inside the case, from nothing to even Neutopia II.

I tried to ask the seller and for some reason I can't... 

Maybe an EB Games re-shrink...

Seller has a lot of feedback for DVDs and such, probably doesn't realize that is not how TG games were sold. 

If it was sold like that it would have a bar code...
