you're not getting penalized, you're just no longer getting a disgusting advantage over casual players just because you're unemployed, lazy, have nothing better to do, and sat on the game for 19 hours straight grinding shit out. lol

no you're just being placed on an even playing field with people who don't power game.  Now, sitting on the game all day camping and being obsessive won't get you as far as FF11 did. 

people who lived on FF11 were vastly ahead of anyone who didn't.   This will make people think twice about basically obsessing
